Cultural effects that confound age effects in longitudinal research are typically not referred to as such. The concept of cultural effects is typically applied only to cohort differences, i.e., people born in different eras exposed and molded by different sociocultural conditions. Exposure and molding by events or conditions within the lifetime of the experiment is referred to as time of measurement effects. This is not necessarily to say that the root "cause" or basis of cohort and time of measurement effects are always different. For example, the change in liberalism described before in Nelson's study may have the same character in cohort differences as in time of measurement differences. But, the concepts of culture and time of measurement are distinguishable even in this example, and, moreover, in most studies their characters are different. For these reasons, the confound with age in longitudinal studies is referred to as time of measurement effects. Schaie (1965, 1967), perhaps more than others, emphasized the problem of time of measurement and made its importance a common concern among researchers in aging.
Time of measurement "denotes that state of the environment within which a given set of data were obtained . . . changes in the state of the environment may contribute to the effects noted in an aging study"
(Schaie, 1967). While it is possible that Schaie would not emphasize or even agree with all the aspects of explanation given here, there is no doubt or disagreement about the importance of the concept, "state of the environment." It is a concept with which all developmental researchers must cope.
